Context and Objectives

Article 21 of Law 183/2010 requires Public Administrations to establish the Joint Committee for Equal Opportunities, the Enhancement of Employee Well-being and the Prevention of Discrimination (CUG). This body brings together the previously existing Committees for Equal Opportunities (CPO) and Joint Committees for the Prevention of Workplace Mobbing (CAM), with a view to rationalisation. Each Public Administration is therefore required to set up a CUG, adopt regulations defining its functioning, draw up a three-year plan of positive actions, and prepare an annual report on the situation of its staff. The regulatory sources available to Administrations, in addition to the above-mentioned Law, are the Directive of 4 March 2011 and Directive 2/2019, which nonetheless leave some important questions open—issues that can, however, be addressed by looking at existing good practices.

The objectives of the course are therefore:

  1. Understand the definition and characteristics of the Joint Committee for Equality and Well-being (CUG), its purposes, the relevant regulatory sources, and the criteria and procedures for its composition;
  2. Become familiar with the tasks of the CUG and the actions it may undertake;
  3. Learn about the obligations the CUG must fulfil and the resources required to ensure its effectiveness and efficiency;
  4. Explore a number of initiatives that the CUG may introduce within the Administration to promote both equal opportunities and administrative efficiency;
  5. Learn about good practices currently adopted by Public Administrations in Italy;
  6. Understand the benefits that the establishment and proper functioning of the CUG bring to employees and to the Administration as a whole.
