SIUSS, CSI and social information systems

The basis for reading, planning and transforming welfare

At the heart of governance processes

In recent years, information systems for social services have undergone a profound transformation, taking on a central role in the governance and management of social policies. The SIUSS (Unified Social Services Information System), established by Legislative Decree 147/2017, represents a strategic digital platform for collecting, organising, and analysing data related to social care services and welfare provisions in Italy.

This tool integrates information from various institutional levels, allowing for a detailed understanding of social needs, the services provided, and the resources allocated. Thanks to this capability, SIUSS supports the planning, monitoring, and evaluation of social policies at both the national and local levels.

The implementation of recent regulations, such as Law 33/2023, and the introduction of new measures like the Inclusion Allowance (AdI) and Support for Training and Employment (SFL), further enhance the importance of this system. At the local level, public entities are required to transmit information to INPS through SIUSS, confirming the centrality of these tools for an effective and transparent welfare system.

A long experience in the design and implementation of social information systems

For over thirty years, Synergia has been actively involved in the design and implementation of social information systems, contributing to some of the most significant regional and local experiences to create tangible tools supporting the planning of social policies.

Synergia has acted as a technical consultant for the Ministry of Labour and Social Policies, collaborating with the Liguria Region on the coordination of the experimentation and activation of the National Information System for Non-Self-Sufficiency (SINA). Additionally, it provided technical assistance for the transmission of data to INPS within the SINA experiment, supporting regions such as Aosta Valley, the Autonomous Province of Bolzano, Puglia, Basilicata, Calabria, and Sardinia.

Over the years, Synergia has supported dozens of local authorities, promoting the in-depth use of information systems and related platforms, thus helping to strengthen the management and operational capacity of the involved stakeholders.

Some of Synergia’s proposals in this field

  • Support for local and public authorities in the operational integration of SIUSS into daily work practices
  • Creation of a personalized technical assistance (“helpdesk”)
  • Development and sharing of explanatory notes and practical guidelines related to regulatory updates
  • Consulting for regional and local authorities in the development and implementation of computerized social records
  • Internal and external coordination of discussions between all stakeholders involved in the processes
  • Organization of training seminars for operators and managers interested in adopting and using new solutions
  • Support in reviewing SIUSS routes and databases
  • Assistance in designing their evolution to align with new regulations
  • Coordination between various institutional bodies to design interoperability between databases
