The Area Plan, introduced by Law 328/2000, is the main tool for governing the local social and health care services system. It is a strategic document which, through the participation of local actors, plans interventions based on identified needs and social and health care priorities defined at the local level. In addition to defining three-year objectives and priorities, the Plan mobilises public and private resources, identifies the most appropriate service provision units and organisational forms, and establishes verification and evaluation systems.

The Territorial Social Areas are the key territorial level for the local planning and coordination of social interventions. They represent the place where local authorities coordinate, plan and manage social services and related benefits in an integrated manner. They thus play a fundamental role in implementing concrete and widespread responses to people’s needs. The Areas are identified in accordance with the provisions of Law 328/2000 by the Regions, which can define organisational configurations and set appropriate common guidelines for specific local areas.

Over the years, we have assisted dozens of local authorities, regions and municipalities in analysing local needs and in developing and evaluating integrated social welfare and social healthcare systems, as well as public and social housing provision. Synergia supports local authorities in the in-depth analysis of territorial needs, using both quantitative and qualitative methodologies to identify intervention priorities. We also provide assistance in drafting the analytical sections of the Local Social Plans, ensuring a clear and accurate representation of local needs.

We support Territorial Social Areas in the drafting and management of Local Social Plans with timely and targeted interventions. We offer assistance in defining objectives, identifying governance models, integrating new system measures, and facilitating the management of thematic tables with institutional stakeholders and Third Sector Organisations.

We provide technical support to evaluate the effectiveness and impact of the Local Social Plans, combining a vertical analysis – based on specific indicators for each objective – with a cross-sectional analysis to measure overall results. This approach enables the collection of useful insights to improve future planning and support the ongoing monitoring of activities.

 

We design and deliver training programmes for managers, practitioners, and local administrators, with a focus on topics such as the territorial reorganisation of Social Areas, regulatory updates, and the use of national and European funds.

Synergia provides support for the management of funds such as PNRR, PRINS, and regional funds, assisting entities in the reporting of interventions. We also work on redesigning financial planning models to maximise the impact of available resources and promote coordination between supra-local and local measures.
