Opportunities and challenges for today’s welfare system

The National Recovery and Resilience Plan (PNRR), part of Next Generation EU, represents a crucial financial and programmatic tool for strengthening the Italian welfare system through structural interventions and reforms. The Italian PNRR, Italia Domani, with a total value of 222 billion euros, is structured along three strategic axes: digitalisation and innovation, ecological transition, and social inclusion. The latter is the focus of Mission 5 of the Plan (22.6 billion euros), which is divided into three components: employment policies; social infrastructures, families, communities, and the Third Sector; and special interventions for territorial cohesion.

While ministerial structures are responsible for strategic coordination, Territorial Social Areas and Municipalities play a key role in maximising investments at the local level. Effectively harnessing the opportunities offered by the PNRR is essential for promoting greater equity, sustainability, and innovation, contributing to the transformation of the country’s economic and social fabric.

Alongside the PNRR, National Programmes (PN), such as the National Inclusion Programme and the National Programme for Youth, Women, and Employment, serve as complementary tools, focusing specifically on vulnerable categories and integrated welfare pathways. These are supported by European programmes, such as the European Social Fund Plus (ESF+) and the Fund for Development and Cohesion (FSC), to support innovative social policies and strengthen administrative capacities. However, the fragmentation of funding lines, the complexity of compliance requirements, and the need for effective coordination between different institutional levels present central challenges for the implementation of these measures.
