Training Course “Co-design between Public Authorities and the Third Sector”

Context and Objectives

Co-design between public authorities and the social private sector is a highly relevant tool for supporting the development of innovative projects and interventions within local welfare systems. Strengthening competencies in co-design has become increasingly crucial to correctly steering the development of social innovation at territorial level and to maximising its impact within local communities.

Which regulatory references are required? Which administrative procedures need to be understood and properly managed? What design techniques should be used? And what good practices already exist? The training programme aims to develop the role of the co-design technician, a professional capable of fully supporting the technical process of implementing a co-design initiative between a public authority and the Third Sector.

Programme

Module 1: Co-design and Regulatory and Administrative Aspects

  • From Law 328/2000 to the Third Sector Code: the relevant regulatory framework
  • Forms of interaction between Public Administrations and the Third Sector within a subsidiarity-based welfare system
  • The principle of involving Third Sector organisations and the instrument of the public co-design procedure
  • Administrative tools for co-design
  • The Local Social Plan and the Co-design Regulation: the territorial framework
  • Operational phases: from drafting the “Preliminary Project” document to drafting the preliminary agreement

Module 2 – Developing Co-design and Design Techniques

  • Governance and the definition of roles and responsibilities among the different actors
  • The activity plan
  • Ensuring coherence between objectives and activities
  • Budget development
  • Designing a shared evaluation framework
  • Networking and building strategic alliances
  • Reporting on co-designed activities

Module 3 – Experiences, Risks and Opportunities of Co-design

  • Opportunities and risks of co-design
  • Different levels of experimentation and territorial integration
  • Good practices: comparing experiences
  • Practical co-design workshop
