Training Course “Management and Financial Reporting of PNRR-Funded Projects in Social Services”

Objectives

Thanks to Public Notice 1/2022 for the funding of projects under Component 2.1 of Mission 5, Territorial Social Areas (ATS) have had the opportunity to submit project proposals aimed at testing and consolidating several new Essential Levels of Social Services (LEPS) introduced by the National Plan for Social Interventions and Services 2021–2023.

The overall structure of the Italia Domani programme and the broader approach to recovery and resilience — also due to the specific rules and constraints set by the Ministry of Economy and Finance — introduce a number of complexities and challenges in relation to the specific nature of social and socio-assistance services. This complexity is further heightened by the implementation timeline of the PNRR, which is inherently urgent given its emergency-based rationale. As a result, all actors involved in the implementation of projects under M5C2.1 operate in a constant work-in-progress mode. The immediate consequence is a situation characterised by fragmentation, gaps and uncertainty in the circulation of information and communications available to the Territorial Social Areas.

The aim of the course is to provide Territorial Social Areas with a shared understanding of the key elements of the National Recovery and Resilience Plan, with a specific focus on Mission 5, Component 2 “Social infrastructures, families, communities and the Third Sector”, Sub-component 1 “Social services, disability and social marginalisation”. The course also aims to bring clarity to the numerous ministerial circulars and guidelines issued in recent months. It will further explore the topics addressed in the Guidelines for Control and Reporting Activities for PNRR Measures Managed by Central Administrations and Implementing Bodies, attached to MEF Circular No. 30 of 11 August 2022, as well as the fulfilment of reporting obligations on physical and financial monitoring via the REGIS platform. The goal is to equip implementing ATS with all the necessary tools for effective coordination and timely management of administrative procedures and financial flows, while maintaining the delicate parallelism between project management and reporting.

The objectives of the course are as follows:

  1. Understand the key organisational and structural elements of the National Recovery and Resilience Plan (NRRP);
  2. Examine Mission 5 “Cohesion and Inclusion”, Component 2.1 “Social Services, Disability and Social Marginalisation”;
  3. Become familiar with the most recent ministerial guidelines and the requirements necessary for implementing projects under M5C2.1 of the NRRP;
  4. Understand the essential elements of the Guidelines for Control and Reporting Activities for NRRP Measures managed by Central Administrations and Implementing Bodies (attached to MEF Circular No. 30 of 11 August 2022);
  5. Deepen knowledge of how to use the ReGiS platform for physical and financial project monitoring;
  6. Share insights and experiences.
