Measuring the social impact of the “Generating the Future” project, promoted by the Municipality of Mantua, which aims to develop sustainable urban development strategies. The objective of the impact assessment for the “Generating the Future” project is to measure the medium- and long-term effects that the project activities have had on direct beneficiaries, including children, young adults, and families, as well as on the entire community thanks to the project’s community outreach activities.

Evaluation of the outcomes (impact and accessibility) and outputs (effectiveness and efficiency) of the “Citizenship at Work” project, in order to measure its performance and the impact of the actions implemented.

Technical assistance for the following actions: a. Drafting the analytical sections of the Area Plan document; b. Evaluation of the previous Area Plan; c. Monitoring the implementation of the Area Plan; d. Tools and indicators for evaluating the outputs and outcomes of the Area Plan’s objectives; e. Staff training and the acquisition of specific tools for leading thematic co-programming and co-design discussions with stakeholders.

Technical assistance for the drafting of the analytical sections of the Area Plan document.

Planned actions: a. Drafting of the analytical sections of the Area Plan; b. Evaluation of the previous Area Plan; c. Monitoring the implementation of the Area Plan; d. Tools and indicators for evaluating the outputs and outcomes of the Area Plan’s objectives; e. Support in the management of up to four semi-annual thematic discussions with stakeholders for the three-year programming period; f. Support for the Client in achieving specific system objectives (consolidation of supra-area activities developed in the previous three-year period and adoption of a different Area management model); g. Availability to support co-programming and co-design processes. The estimate of the investment required for each co-design process will be determined based on the characteristics of the process itself, upon request and in agreement with the Client.

Phase 1: Support and supervision activities in defining the organization required for project implementation in accordance with current regulations. Phase 2: Support activities for the initiation and management of co-design processes, assignments, procurement of goods and services, tender procedures, agreements and conventions with other public entities. Planned activities: 1. Support the Management in activities related to the implementation of Article 24, paragraph 10 of Legislative Decree 147; 2. Support the Management in the review of the SINA – Non-Self-Sufficiency Information System (SIUSS) framework; 3. Support the Management in planning the evolution of the SIUSS databases for the non-self-sufficient area in line with the evolution of the NSIS databases of the Ministry of Health, in light of the DECREE of 7 August 2023 containing Amendments to the Decree of 17 December 2008: “Establishment of the information system for monitoring home care”; 4. Support the Management in the dialogue and planning of technical coordination methods with the Information Systems Directorate of the Ministry of Health in order to implement interoperability between the NSIS databases (SISM and SIND first and foremost) which are important for the full implementation of the Inclusion Allowance Measure of the Ministry of Labor and Social Policies; 5. Support the Directorate in designing the evolution of the information systems architecture and area management systems in a manner consistent with ongoing reform initiatives in the social and healthcare sector, starting with the implementation of LAW No. 33 of March 23, 2023 – Delegation to the Government regarding policies for the elderly, and specifically with regard to Article 4 regarding social and social health care assistance for non-self-sufficient elderly people, in connection with the implementation of the PUA, the multidimensional assessment teams, and the PAI, and in line with the full implementation of the objectives of the National Non-Self-Sufficiency Plan 2022-2024.
