Monitoring experiences of standard basic levels of social services

The paper attached introduces to the significant discussion around the implementation of Social Services Information System (SISS), as the main operational tool to monitor the regional supply of social and health services. Even though the law 328/2000 had already forseen their full implementation, nowadays, after ten years, there is no sign of a complete National Social Information System, probably as a consequence of a continous push in favour of decentralization. However, also at regional level there are only few examples of effective SISS providing a clear and updated picture of services supply condition. Therefore, the current essay identifies and discuss some key elements that should characterize a national model of SISS, in order to guarantee a reliable source of information that is essential to define and effectively monitor the basic level of social services (so-called "Liveas"), and it provides also critical examples of experimentations already at stake in a couple of regions.
